Like many preindustrial cities, a lot of the early residents of San Francisco rode horses, so there were stables for the horses, usually just a simple, one floor building.
As horses gave way to cars, a lot of the old stables were converted to garages, or like this one, the upper floor, which was a saloon originally, was jacked up with the stable moved underneath.
The building at 2130 Filbert has a similar history.
