David Locke first built a flour mill at Knights Ferry, CA in 1850 but was later destroyed by a flood in in 1862 and a new mill built by David Tulloch. At the turn of the century Charles Tulloch, son of David, converted the flour mill to a hydroelectric plant providing power to the surronding countryside until 1920.
