One reason that Persia did not act against the Greeks with all its might during the Persian Wars was that there was always unrest inside the empire, such as battles for the throne, uprisings of the vanquished peoples especially in Egypt and uprisings of individual satraps . In addition, the Persian Empire, like almost all empires and states on the soil of what is now Iran, had to defend itself against the threats to the steppe peoples on the northeast border until the modern era. Nonetheless, the Persian Empire of the Achaemenids had enormous financial strength, which was particularly evident in the Peloponnesian War, when Persian subsidies decided the war in favor of Sparta and Persia again emerged as a leading power.
