County Hall was the headquarters of local government in London for 64 years. It was often used as a billboard for the Labour Party, when Margaret Thatcher was Prime Minister. This is because it was very close to the Palace of Westminster. The GLC ended in 1986 so County Hall was not the seat of London's government anymore.
